Sierra Leone 2014 budget has wrong figures

The 2012 budget read in parliament by the Minister of Finance Dr KaifalaMarah has been found to contain some wrong calculations leading to wrong conclusive figures.
Awoko Business discovered that on page 5 of the budget under the caption Expenditures and specifically on item 29 it says “Non-salary non-interest recurrent expenditure amounted to Le654.5 billion. Of this, expenditure on Goods and Services amounted to Le 423.3 billion. Transfers to Local Councils amounted to Le 81.7 billion. Transfer to the Road Maintenance Fund amounted to Le40.1 billion.”
What this meant in clear terms was that the amounts attributed to Goods and Services (Le423.3b), transfer to Local Councils (Le81.7b) and transfer to Road Maintenance Fund (Le40.1b) were all to add up and make the “Non-salary non-interest recurrent expenditure” which is Le645.5billion. This however is not so.
This shows that the computation was wrong. Furthermore when the difference between the two figures is computed it shows a discrepancy of some Le 109.4 billion.
Le 654.5 billion  Le 545.1 billion = Le 109.4 billion
Why we are at liberty to speculate on what has happened we however are still waiting for word from the Ministry of Finance on what exactly happened. Whether it was a case of an omission of a line item, or whether it is the printer’s devil or what. The fact remains that the Parliament of Sierra Leone has unanimously passed the budget into law with all its mistakes and wrong computations.
